Need help with Kenwood TS-930S recently inherited. Want to put it on 11 meters, but it won't transmit or recieve below 28.000mhz. Also have Yaesu FT-726R with same issue. Help !!!

I am not familiar with this particular rig, but many of them, controlled by processors, have a set of links in the digital or processor units. The links are set to cripple the transmit frequency range or power output, to prevent illegal operation.
 
Links are chosen (as opposed to bytes in the firmware) so that the software does not have to be changed for each version of the equipment.
 
It can be a bit of a pain to identify the links and their functions, but they are often solder-bridge links on one side of the PCB. You may be lucky and find a site with the data by Googling it.
 
I have fixed a few PMR and CB sets in this way. My old IC-260A now covers the whole VHF spectrum, wel , at least the processor does Wink
 
If you do decidxe the "suck-it-and-see" methid, then I suggest you take a photograph of the board before you adjust anything. the SIAS method also usually reveals some form of pattern that you can use to extrapolate other bands and functions.
